but

all cup and handles ARE NOT inverted head and shoulders

Hmmm by default aren't all inverted head and shoulders are also cup and handles … and if one can't draw a cup and handle then one doesn't have a head & shoulders. ELSE everything is a cup and handle! and every thing is a head & shoulder! pattern.
